Telangana Expects Nearly ₹10,000 Cr Revenue From HILTP Land Policy

The Telangana government expects to generate nearly ₹10,000 crore in revenue through its Hyderabad Industrial Land Transformation Policy (HILTP), marking a sharp increase compared to collections under the previous land allocation system. Deputy Chief Minister and Finance Minister Bhatti Vikramarka informed the Assembly that the new policy is projected to yield around ₹10,776 crore, a significant jump from approximately ₹570 crore earned earlier.

Defending the reforms, Bhatti Vikramarka said the HILTP was designed to bring transparency, efficiency, and fair valuation to industrial land allocation in and around Hyderabad. He argued that the previous system resulted in undervaluation of prime land and limited public revenue, while the new framework ensures better returns for the state without discouraging genuine industrial investment.

The Deputy CM also invited scrutiny of past land deals, stating that the government has nothing to hide and is committed to accountability in land transactions. He emphasised that the policy balances investor interest with public benefit by streamlining processes and eliminating discretionary allotments.

According to officials, the HILTP focuses on optimal utilisation of industrial land, improved governance mechanisms, and market-linked pricing, while still supporting industrial growth and employment generation. The policy is expected to play a key role in strengthening Telangana’s fiscal position and funding infrastructure and welfare programmes.

Political observers note that the sharp revenue projection has triggered intense debate in the Assembly, with the government positioning the policy as a corrective measure to past practices, while opposition parties continue to question its broader impact.
